Scheme Background
The Higher Education Commission (HEC) has previously implemented two schemes known as the PM National Laptop Scheme Phase-I and Phase-II. Under Phase II of the scheme, the HEC served as the executing agency, successfully distributing around 500,000 laptops to public sector universities, technical colleges, and Federal and FATA colleges. The distribution process was transparent, with information publicly available on the HEC website.
It is widely recognized that a country's economic development is closely linked to its intellectual capital. Pakistan stands out, with approximately 63% of its population under 30. The youth bulge in Pakistan presents both opportunities and challenges for the country. Pakistan must invest in its youth through quality education, employment opportunities, and meaningful engagements to harness its potential and secure the nation's future.
The government acknowledges the significance of this matter. Accordingly, it has initiated specific programs to tap into the potential of the youth, reduce unemployment through skill development, and foster a culture of entrepreneurship.
Introduction to Phase III (2022-23):
The honorable Prime Minister of Pakistan unveiled a government program to give computers to gifted kids. This project intends to provide laptops as opportunities to young and brilliant students enrolled in public sector higher education institutions (HEIs) throughout Pakistan, including Azad Jammu & Kashmir.
The Prime Minister Youth Laptop Scheme (PMYLS) Phase-III project was approved by ECNEC. As a result, 100,000 laptops will be distributed to deserving pupils through a transparent online merit-based procedure. The Higher Education Commission has successfully implemented two similar schemes in the past.

The scheme aims to promote youth engagement with information and communication technologies (ICTs) and bridge the digital divide within higher education and other industries and communities nationwide.
Distribution Strategy/Selection Criteria:
Once the student has submitted their application through the HEC online portal before the deadline, the system will filter and classify eligible and ineligible students accordingly.
The department's Focal Person will verify the student's data using their online focal person account. The student's name, CNIC, department, degree level, and most recent exam percentage/CGPA will be included in this verification.
The responsibility for verification lies solely with the University Focal Person.
Suppose any discrepancies are found in the student's data. In that case, necessary amendments will be made by updating/editing the student's information based on records obtained from the institute or provided by the student.
Based on the application's nature, the focal person can either disapprove or verify the student or make corrections within the given timeline.
Each institute will receive a designated number of laptops based on a predetermined quota outlined in the eligibility and merit criteria.
HEC will automatically produce merit lists for each university after the verification deadline.
The institutes will get the provisional merit list from HEC for cross-checking and have 15 days to respond with any inconsistencies.
HEC will provide the institutes with the final merit list after addressing any issues in the provisional merit list.
Every institute must display the final merit list on its notice board, website, or social media page, along with a timeline for distribution.
Similarly, the final merit lists will be published on an online portal where students and the general public can view the merit status of each individual.
Distribution Criteria:
The distribution criteria are defined as follows:
In each degree program, including Ph.D., MS/M. Phil., and 16 years of schooling, laptops will be awarded entirely based on merit.
The percentage of laptops will be determined based on university enrolment, and quotas for each degree program (including university, campus, degree program, and department quotas) will be established. Quota and year-wise distribution).
Per directives from the PM office, a fixed quota of 14% (14,000 laptops) will be allocated for HEIs in Balochistan. Within this allotted limit, Balochistan students from reputable universities would be accepted.
The remaining 86,000 computers will be distributed across public sector HEIs using their enrollment preferences.
Eligibility Criteria:
Students must fulfill the following requirements to be eligible for the program:
Possession of a valid CNIC/B-Form number.
Currently enrolled as a student at the time of the application deadline.
Enrolled in an 18-year study program leading to a Ph.D., MS, MPhil, or a comparable degree.
Enrolled in a bachelor's degree program lasting four or five years.
Enrolled in an MBA program, including 3.5 years, 2.5 years, and 1.5 years duration.
